Dave Dacquino

David (Dave) J. Dacquino serves as Chairman and Chief Executive Officer of Serco Inc., a leading provider of professional, technology, and management services to every branch of the U.S. military, numerous U.S. federal civilian agencies, the intelligence community, the Government of Canada, state and local governments, and commercial clients. Dave oversees the $1 billion business with approximately 8,000 employees providing support in the areas of defense, transportation, health, and citizen services.

In his previous role at Serco, Dave served as Senior Vice President of the Defense Services business unit and oversaw the Company's work in the areas of ship and shore/base modernization, hardware integration, acquisition and program management, logistics support, and personnel readiness.

Before Serco, Dave served as President and CEO of SkyLink, a leading aviation and logistics service provider with international operations in over 60 countries.  Previous roles included: CEO for the North America operations of VT Group, a technology integrator with a strong focus on C4ISR, transportation, logistics and facilities management; Vice President and lead executive of Raytheon Technical Services Company's integrated support solutions division; and an extensive career at Lockheed Martin, where he ultimately held the position of Vice President and General Manager of logistic services and oversaw more than 3,500 personnel at 75 locations worldwide.

Gary Shankman

As CFO, Gary Shankman leads the corporate finance and accounting functions as well as certain other administrative functions.

Mr. Shankman brings to Serco more than 30 years of government contracting experience. For the past eight years, he was CFO for the Defense Solutions Group at Science Applications International Corporation (SAIC) and oversaw the accounting and finance operations involving $5 billion in annual revenue and 14,000 employees. While at SAIC, he led efforts focused on driving the business including strategic planning, business process transformation, and mergers and acquisitions.

Mr. Shankman began his career with Arthur Andersen where he provided both auditing and consulting services to government contractors, including compliance with the Federal Acquisition Regulation and Cost Accounting Standards. In addition to his consulting background, he has held previous positions as a corporate controller and head of mergers and acquisitions.

Candy Curtin

Candy Curtin has more than 20 years of HR experience in the government and commercial sector. At Serco, Mrs. Curtin oversees Serco's Compensation, Benefits, HR Compliance, Recruitment, Business Support, and Talent Management.

Mrs. Curtin has been with Serco since the acquisition of RCI in 2005 and joined RCI in 2001. She served in many capacities in the HR department of both companies prior to be named Interim Head of HR in January 2012.

Mrs. Curtin previously served as Head of HR for the State Department Credit Unit, Director Compensation and Benefits for a health care division of Revlon and as an ERISA consultant for a boutique law firm.

She holds a Bachelor of Science degree from Baylor University.

David Cummins

David Cummins serves as Senior Vice President of Serco's Transportation & Infrastructure business unit. He is responsible for managing and growing the Company's work in aviation services, Intelligent Transportation Systems (ITS), fleet services, parking services, and infrastructure software integration.

Cummins brings to Serco more than 16 years of experience in the areas of transportation and mobility solutions. Most recently, he served as Senior Vice President of Mobility Solutions for Xerox, where he led the Company's strategic growth initiative to create a service line that integrates public and private providers of transportation. He has led numerous innovation projects and has been awarded 14 patents to date.

Previously, Cummins managed the Parking and Justice solutions lines of business at Xerox. Prior to that, he led strategy, sales, marketing, and acquisitions for the Transportation division with operations in over 30 countries. Prior to joining Xerox, David was Director of Operations Planning & Management for the 2002 Salt Lake Olympic organizing committee. And in 2003, he was a recipient of the International Project of the Year Award, presented by the Project Management Institute, for his work during the Winter Olympic Games.

Cummins holds an MBA from the University of Michigan Business School, an MA in International Affairs from the George Washington University, and a BA in Political Science from Messiah College.

David Goldberg

As General Counsel, David Goldberg is responsible for Legal, Ethics and Compliance, Internal Audit, Trade Compliance, and Security. He also serves as Corporate Secretary for the Serco Inc. Board of Directors.

Prior to joining Serco, Mr. Goldberg was Chief Counsel at AOL. He began his legal career in private practice, first at Shaw, Pittman, Potts & Trowbridge and later at Robins, Kaplan, Miller & Ciresi.

Mr. Goldberg received his undergraduate degree from the University of Michigan and his law degree from the University of Virginia School of Law.

Alan Hill

Alan Hill has more than 25 years of experience in implementing integrated communications campaigns and developing image-branding strategies. As Senior Vice President of Corporate Communications and Government Relations, Mr. Hill manages the company's external and internal relations and executes programs that enhance the company's brand and reputation. He oversees public/media relations, marketing communications, government relations, and employee communications.

Prior to joining Serco, Mr. Hill served as Vice President of Corporate Communications and Investor Relations at SI International. He developed and executed the company's "Rapid Response, Rapid Deployment" brand identity and established the investor relations department during the company's initial public offering (IPO). Mr. Hill previously was Director of Public Relations for Intermedia Communications, where he served as company spokesman for one of the nation's fastest growing telecommunications companies during its $4 billion merger. Hill also held management positions in public relations and business marketing communications at Bell Atlantic before, during, and after its merger with NYNEX. At Bell Atlantic, he received the "Leadership for Excellence" award and was selected to the company's "Leadership for the Millennium" program. For over 10 years, Mr. Hill worked for U.S. Senator Phil Gramm in various senior-level communications positions, including National Director in the Senate Office, Director at the National Republican Senatorial Committee, and Deputy Campaign Manager. In these roles, he created over 2,200 theme-oriented media events across the country that supported Senator Gramm's key policy initiatives and campaigns.

Mr. Hill holds a bachelor of business administration degree in business management from Texas A&M University.

Craig Reed

Craig Reed serves as Serco’s Chief Growth Officer and Senior Vice President.  Mr. Reed oversees the Company’s corporate strategy and business development efforts to drive Serco’s business growth.  He is responsible for strategic planning activities, mergers and acquisitions, and business development operations which include maintaining a pipeline of business opportunities, capture and proposals management, and market intelligence. 

Mr. Reed has over 35 years of experience in providing services to the U.S. Federal Government. His leadership positions included Founder and President of Growth Strategy Leaders, President and Chief Operating Officer of NT Concepts, Senior Vice President of Strategy and Corporate Development at Engility, Senior Vice President of Strategy and Corporate Development at DynCorp, Vice President of Strategy and Business Development at Northrop Grumman Mission Systems, various leadership roles at Lockheed Martin, and Senior Policy Advisor and Executive Director of the Secretary of Energy Advisory Board at the U.S. Department of Energy.

Mr. Reed holds a Ph.D. in public policy with a concentration in national security studies from George Washington University, a Master of International Affairs degree from Columbia University, and B.A. degrees in honors programs in both political science and psychology from the State University of New York at Albany.

Dirk Smith

Dirk Smith oversees Serco's management of Contracts, Procurement, Pricing, Travel and Facilities.

In his Corporate Services role, Mr. Smith works with the Company's business units and provides insight as we continue to focus on contract performance.

Mr. Smith has more than 35 years of experience in the government services sector. Prior to joining Serco, Mr. Smith served as Vice President of Contracts at Resource Consultants, Inc. (RCI). Prior to RCI, he served as Vice President, Contracts at Executive Resource Associates.

Mr. Smith holds a Bachelor of Science in Business Administration, with a major in Finance from Old Dominion University.

Chris Sullivan

As Chief Information Officer, Chris Sullivan leads the corporate Information Technology (IT) department and oversees the strategic direction of Serco's IT systems to support the business.

Mr. Sullivan has over 25 years of experience in the IT arena. Prior to joining Serco, he was CIO of CSC's North American Public Sector. At CSC, he was responsible for the strategic direction, operations, and overall business management of the internal IT environment for a $6 billion business unit with more than 29,000 employees worldwide. Before joining CSC in 2003, Mr. Sullivan held various positions in IT strategy, operations and software development at AT&T, DynCorp, and Network Access Solutions.

Sean Mattingly

Sean Mattingly serves as Serco's Chief of Staff, where he is responsible to the CEO for implementing and communicating strategy and executing financial objectives for the North American Division, working with Business Units and Corporate Staff to run monthly operations reviews, assisting with corporate compliance, adherence to Serco Management System, and monitoring risks.

Prior to this role, Mr. Mattingly held other positions at Serco including Vice President, Surface Transportation and Fleet Management, Interim Business Unit lead for Transportation & Infrastructure, Business Development for the Defence Personnel Services BU, and he joined Serco as an Operations Director with P&L responsibilities in 2010.

Prior to joining Serco, Sean served as an Attack Helicopter Pilot for the United States Marine Corps, and is a graduate of the War College with a Masters in Operational Planning. Sean has multiple combat tours in South West Asia. His final billet was as Chief of Staff for a Headquarters Marine Corps Unit.

Kent Brown

Kent Brown has more than 35 years of managerial, technical and government contracting experience. As Vice President of the C5ISR Business Unit, Mr. Brown is responsible for a significant portion of the company's $275M+ business with Department of Defense, specifically Navy, Air Force, Army and Department of Homeland Security's U.S. Coast Guard and U.S. Customs and Border Protection. He leads and oversees the Serco Americas Ship Modernization, Shore/Base Modernization and Hardware Integration Market Segments. Mr. Brown has extensive experience in managing subcontracting requirements and performance, engineering, fabrication, integration and completion of major system installation and modernization efforts for DoD, DHS and Major Ship Repair contractors.

Prior to joining Serco Americas, he served as a General Manager & Department Head for Advanced Communications Systems, Inc. He oversaw all aspects of West Coast operations, including personnel, contractual requirements; subcontracting requirements; budgetary and overhead analysis; hiring, training, and retention of personnel; safety and industrial security; and execution of all assigned tasking. Mr. Brown previously served as a Satellite Communications Program Manager for SAIC ComSystems Division in Vallejo, CA and as a Senior Installation Design Technician for RCA Service Company in San Diego, CA. Kent honorably served in the United States Navy onboard the USS Bagley (FF-1069) and the USS Downes (FF-1070) as an Electronics Technician and as a Naval Instructor for shore-based Satellite Communication Systems at Advanced Electronics School, US Navy, all in San Diego, California.

Francis Moody

Francis Moody is the acting head of Serco's Health Services business unit. He also serves as the program Director for the Centers for Medicaid & Medicare Services Eligibility Support (CMS-ES) contract, where he oversees delivery of services, including IT infrastructure and operations, software and product development, data analytics, business process engineering, training, quality, policy support, and the processing of millions of consumer-facing document adjudications and call center transactions per year.

Prior to his role on the CMS contract, Francis managed Serco's Department of State National Visa Center/Kentucky Consular (NVC/KCC) contract for over 11 years. He was responsible for 850 Visa Processing Specialists who reviewed millions of immigrant visa case files to ensure that they were documentarily complete so that consular officers at over 240 U.S. embassies and consulates around the world could make timely immigration adjudication decisions.

Prior to joining Serco, Francis served as a Program Manager at Dynamic Resource Corporation, Director of Operations at Maden Technologies, and Director of Business Development at CTA Incorporated.

He served as an officer in the U.S. Air Force for 12 years specializing in Command & Control and Missile Warning Systems.

Tom Watson

As Senior Vice President, Federal Services, Tom Watson oversees operations and leads business development strategies within Serco's Citizen Services and Defense market sectors.

Mr. Watson's business unit provides services in the areas of intelligence, logistics, personnel readiness, acquisition and program management, modelling, simulation and training, business processing, and case management to Defense and Federal Civilian agencies.

Prior to joining Serco, Mr. Watson held the role of Senior Vice President and General Manager of SAIC's Navy and Marine Corps Customer Group which provides mission critical technical and engineering services and products and system integration support and solutions for ship, shore, submarine, vehicle and aviation command, control, communications, computers, intelligence, surveillance, and reconnaissance and weapons systems programs for U.S. Navy and Marine Corps customers.

Before joining SAIC, he worked for RCI (now Serco) providing technical and engineering support for U.S. Navy intelligence systems. Mr. Watson has more than 20 years of experience in providing and leading command, control, communications, computers, and intelligence systems program management, engineering and technical support, hardware and software systems development, production and integration, IT systems, management, and business development efforts. His career also includes six years active duty in the U.S. Navy as an electronics technician.

Mr. Watson earned a master of business administration (MBA) from the University of Maryland, and a bachelor's degree in information technology from National University.
